Chula Vista is the second-largest city in the county, and it is really two places. West of the 805 are the older neighborhoods closer to the bay. To the east are the master-planned communities — Eastlake, Otay Ranch, Rolling Hills Ranch — built from the late 1980s on, with newer houses and schools, HOAs, and the Mello-Roos special taxes that paid for the roads and parks.

East County is a different conversation. El Cajon sits in a valley ringed by hills; Rancho San Diego runs out toward Jamul past the Cottonwood and Steele Canyon golf courses. The lots are bigger, the houses older, and many come with canyon views, gated entrances, pools and solar — along with questions about slopes, roofs and home insurance that a house in a flat subdivision never raises.

Neither side is better. They suit different people, and the useful first conversation is often about which one you are actually shopping for. That conversation costs nothing.

In the newer parts of Chula Vista the mortgage is only part of the payment — HOA dues and Mello-Roos can add hundreds of dollars a month to two otherwise identical houses. In the hills it is the insurance quote, the age of the roof and whether the solar is owned. What areas do you cover?

Can we work in Spanish?

Yes. Edgard works in English and Spanish, so the conversations, the contract and the disclosures can all be gone through in whichever language your family is most comfortable with.

What is Mello-Roos, and will the house I like have it?

It is a special tax, set up through a Community Facilities District, that pays for the roads, schools and parks in many newer communities — much of eastern Chula Vista included. It appears on the property tax bill, the amount differs from one district to the next, and some end after a set number of years. It is worth knowing the figure for a specific address before you make an offer.

The house has solar panels. Does that matter?

A great deal. Owned panels normally stay with the house. Leased panels, or a power-purchase agreement, mean a contract the buyer has to qualify for and take over, with its own monthly payment. Selling or buying, it needs sorting out early rather than in the last week of escrow.

How do I find out what my home is worth?

Ask for a valuation. It is built from what has actually closed near you rather than from an automated estimate, and nothing is attached to it.

East of the 805 in Chula Vista the houses are newer, the streets were planned, and the questions are about HOA dues, Mello-Roos and which school the address feeds.
